Job Summary: Under the direction of the Director of Finance, plan, organize, direct and control tax and license services and activities; select, train, supervise and provide technical work direction to assigned personnel.
EXAMPLE OF DUTIES
(These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change or rescind related duties and work assignments.) Plan, organize, direct and control departmental tax and license services including assessments, issuance and denial of licenses.Train and supervise assigned employees; evaluate performance; provide technical direction and guidance.Develop and implement procedures and policies for issuance of business licenses and permits; recommend and draft tax and permit ordinance changes; prepare and levy assessments; negotiate and coordinate rates, restrictions and policies in administering franchises.Establish and maintain accounting records of tax collections.Compose and direct the preparation of official correspondence on tax and permit matters.Establish and maintain cooperative working relationships with the business community; disseminate information to businesses on business licensing procedures and policies.Administer the bingo, oil pipelines, certificate of public conveniences, sales tax recovery and cable television ordinances; assure proper collections of all delinquent accounts of the City.Conduct or attend informal conferences and hearings concerning tax and permit matters; attend meetings and represent the City at formal hearings involving assessments and revocations.Prepare division budget; monitor and control budget expenditures.Establish standards of performance; analyze productive output to forecast future requirements, personnel, supplies, services and equipment.Prepare a variety of reports concerning the status of tax and license operations.Performs related duties as required.
SUPPLEMENTAL INFORMATION

Only those applicants determined to be among the most qualified may be invited to participate in the recruitment process which will consist of the following testing components: Supplemental questionnaire, no weight Oral Panel Exam, weighted at 100%The Human Resources Department reserves the right to adjust, modify, delete and/or change the above testing components and/or weights. Supplemental questionnaires are used to evaluate applicant’s indicated abilities with the ideal candidate profile. Applicants must achieve a cut-off score of 70% or above on the oral examination to be placed on the eligibility list. Passing any and/or all does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment.Revisions to a testing component during a recruitment process can be made at the discretion of the Human Resources Department. Applicants will be notified by email if a revision is made. An eligibility list will be established in accordance with the City's Personnel Rules, Rule VI, Employment List Procedures.
